VISION
Spiritually and physically transformed individuals, families and communities through the proclamation and demonstration of the power of the Gospel of Jesus Christ.
MISSION
To establish or help develop Christian communities among the poor which model Christlikeness in society through Biblically-Holistic ministries either directly or in partnership with local Christian churches.
GOALS
To lead men, women and children to a strong faith in Jesus Christ, grow them up in the knowledge and love of God and to deploy them into godly service.
To render social services such as educational assistance, livelihood, medical/dental, feeding program, pastoral development and benevolence to alleviate the socio-economic, educational, emotional and cultural poverty.

Our Founders
Atty. Ermelo D. Biron & Dr. Rose A. Biron, Ed.D.
HISTORY
As early as 1982, Rose A. Biron, Ed.D. had been sensing God’s call for her to engage in a mission that would minister to the poor of the Philippines. Finally in 1987, Dr. Biron left her professional career as a teacher-educator in the United States to establish C.A.R.E., Philippines or Christian Action for Reconciliation and Evangelism, Philippines, in obedience to that call. With the help of her husband Atty. Ermelo Biron and friends, Dr. Jack and Ellie Swanson, Dr. Biron worked to incorporate C.A.R.E., Philippines as a charitable institution in the state of Illinois, U.S.A. and the Philippines that same year. Dr. Jack Swanson and Bishop Efraim Tendero served as the first chairmen of the U.S. and Philippine Boards of Directors, respectively. Dr. Biron has been serving as Executive Director of C.A.R.E., Philippines since its founding.
C.A.R.E., Philippines established its first outreach in one of Metro Manila’s most economically-depressed urban areas, Tatalon, Quezon City, in September of 1987.
Today, C.A.R.E., Philippines reaches out to several poor communities in Antipolo City, Metro Manila and nearby provinces with its various education and social action programs. All programs seek not only to lead individuals to a saving faith in Jesus Christ but also to lift them out of socio-economic poverty, endorsing them to a local church.

A MESSAGE FROM OUR EXECUTIVE DIRECTOR
Dear Beloved Friends and Ministry Partners,
The beginning of 2023 was rather a compelling one for all of us because inflation is felt worldwide. As a result, our ministry expenses have doubled. However, the God of Abraham, Isaac and Jacob has ALWAYS sustained C.A.R.E., Philippines since its inception because He is a sovereign God. Our loyal donors are still empowered by the Holy Spirit to give their financial support. We are forever grateful to our Lord Jesus Christ.
On behalf of C.A.R.E., Philippines, I thank you very much for your continued prayers and financial support. This ministry has always remained steadfast in this wonderful and powerful promise from Psalm 20:7, “SOME TRUST IN CHARIOTS, AND SOME IN HORSES, BUT WE TRUST IN THE NAME OF THE LORD OUR GOD!”
